It’s a Wonderful City! in Los Angeles, where hapless George Bailey Buildley wants nothing but to add a second story to his store but is told he needs to go before the city’s Planning Board and Zoning Board. “Oh, the bureaucracy!” he shouts. But, after his Guardian Angel, Clarence, shows him what life would be like in the city of Beverly Hills, George finally sees the light and comes to appreciate urban planning.
“I wish there was no planning department … I wish the gosh darn Planning Department never existed!”
