The NorthEndWaterfront.com website is reporting that the Boston Globe is reporting that, unexpectedly, the Massachusetts Department of Transportation has delayed approval of a developer’s proposal to build a 78-unit apartment building on land facing the Rose Kennedy Greenway. The approval, expected at a meeting this past week, will be delayed until January, in order to give other developers time to push their own plans. Alternatives to the apartment building include a combination office building / art gallery, office building, and a new Boston museum of history.
The new building would rise next to the existing Haymarket open market, which has operated on the site for at least the past 100 years. Vendors at the market, who sell fruit and vegetables, surprised everyone by pulling back on their support of the apartment proposal. They are now supporting the developer who wants to put an office building / art gallery on the site, saying, “Having the market operate below apartments will create a war every week from here on out,” as a result of the noise, trash and early morning activity.
The fear, as I see it, is that people will move into the apartments who know about the open market, but who won’t realize what an inconvenience it is, and won’t start complaining, until after they’ve already become tenants. Then, they’ll start pushing for changes. All hell will break loose.
Office space may make more sense, especially since the favored developer already owns other buildings in that block – he knows the location.
Either way, the Mass DOT people need to choose one of those two; there should be no support for the history museum unless that developer can prove it has the money ($50 million) to complete construction, without state or city subsidy.
